Because he owns so much of the surrounding lands,the decisions Mr. Jacobsen makes will have a <br /> disproportionate effect on the area's future character. Information about future development plans for <br /> these properties would help the county and town deal with the issues raised in this report. At a minimum, <br /> such information should include: <br /> • the location and size of any residential development intended for the area; <br /> • proposed public or private road, sewer and water improvements and any urban service area <br /> amendments that would be required; <br /> • linkages and impacts to public highway, road,trail,park or environmental corridors,and <br /> • other planned institutional, commercial,industrial or service uses. <br /> IX. ADDITIONAL COUNTY APPROVALS REQUIRED <br /> If the rezoning application is approved by the County Board and signed by the County Executive,the <br /> Zoning Committee would have to approve the Conditional Use Permit before the site could be used for a <br /> private school. Earthmoving and construction could not take place until the Land Conservation <br /> Department approves an erosion control plan and the Zoning Division approves appropriate zoning and <br /> building permits. <br /> X. FINDINGS AND CONCLUSIONS <br /> This request is essentially similar to a proposal rejected by the ZNR less than a year ago. To satisfy the <br /> requirements of Section 10.255 (2)(k)of the County Zoning Ordinance,the committee should make a <br /> ruling on whether the revised petition and the additional information provided meet the standards for <br /> resubmission before taking action on the current request. <br /> This request would allow productive farmland to be converted to other uses, and would promote <br /> development that is inconsistent with the designation of this area as an Agricultural Preservation Area in <br /> the Town of Westport Land Use Plan. The proposed school has the potential to cause a variety of direct <br /> and cumulative impacts on the surrounding community,but these impacts are impossible to determine <br /> without additional information from the applicant and possibly from the Town of Westport. The Zoning <br /> and Natural Resources Committee may wish to postpone action on this request until the following <br /> information can be provided: <br /> • a corrected site plan and/or legal descriptions showing the correct acreages of the parcels involved; <br /> • rationale for pursuing this request as a rezoning petition instead of a conditional use permit; <br /> • the number and grade level of the students to be served; <br /> • details about the nature and extent of future expansion for the school; <br /> • descriptions and/or sketches of proposed signage and lighting; <br /> • the location of any drainageways,wetlands or steep slopes on the property; <br /> • landscaping and other measures to be taken to buffer the school from surrounding agricultural uses; <br /> • design and location of proposed stormwater and erosion controls,and; <br /> • information about future development plans for other properties owned by the applicant. <br /> It may also be useful to begin a discussion with the Town of Westport,the Department of Planning& <br /> Development and the Regional Planning Commission about the nature of proposed amendments to the <br /> Town of Westport Land Use Plan. <br /> 6 <br />
