Dane County Land Regulation&Records 2/3/98 <br /> Room I l u <br /> City-County Building <br /> Madison,Wisconsin 53709 <br /> Re: Application& Petition to Rezone 17.35 acres of land into 4 lots, from A-1 exclusive to R-H-1 &A-2. <br /> Dear Sirs/Madams: <br /> Enclosed is our application to rezone a 17.35 acre parcel of land,located in the Town of Sun Prairie.We <br /> have met with the Town of Sun Prairic(1/12/98),and they have verbally supported this rezoning.We <br /> purchased this land on 1/30/98 from Mr. And Mrs.Larry Joseph,who support the rezoning_ <br /> The parcel of land is located at 1830 S.T.Ilighway 19,at the intersection of Highway 19 and Twin Lane <br /> Road:about 9 miles east of the City of Sun Prairie. The tax parcel//is 0811-123-8660-9. Enclosed are 6 <br /> copies of a preliminary CSM&attachments in support of this petition. <br /> The soils on the property consist of about 25%(Ho)Houghton Muck wetland soils(most of which are <br /> farmed)_25%(Lv)Divers Series lowland poorly drained silt loatns( some of which are farmed),25%(Os) <br /> Orion Series poor draining silt teams(some of which are farmed),and 25%(Seri,MdD2,DnB);Dodge, <br /> Mel fenry,and Saint Cloud Series which are well drained silt foams,generally in the sites upland areas. <br /> The land is currently zoned A-1 exclusive,however only 12 acres are fanned,(3-4 acres of which are fanned <br /> wetland),2 acres are unfarmed wetland,2 acres are wooded,and 1.35 acres are associated with the <br /> homestead. <br /> We are proposing to divide the existing parcel into 4 lots varying in size from 2.1 - 11.3 acres,as shown on <br /> the enclosed preliminary CSM.We will maintain the original homestead with the house and out buildings on <br /> a one of the lots,as a small farnrette.The project will only remove approximately 2 acres of isolated,non- <br /> economically viable,and/or difficult to access farmland from production. The remaining farmland, <br /> approximately 10 acres will remain in agricultural production. <br /> We have met with the Dane County Zoning staffto discuss this proposal and based upon discussions with <br /> them have utilized the natural features and contours of the land including topography to create our 3 <br /> proposed new lots. These lots will use wooded areas,the current land around the homestead, several acres <br /> of the wetland(which will be protected and will not be developed),and about 2 acres of isolated farmland. <br /> This 2 acres of farmland is isolated by the wetland,creek,road,and/or fencing from the other farmland on <br /> the property. Actual home construction.will avoid and be set back a minimum of 50 ft from any wetland <br /> areas, and during construction erosion protection will be used to assure the wetlands are not impacted by <br /> siltation and runoff. Each new lot will be over 80,000 82,which is consistent with the Town plan. Each lot <br /> is able to have a new septic system installed on it based on discussions with the soil tester who did the <br /> percolation test for a new septic system which was installed on the homestead property in late 1997. <br /> The Town has no restriction against and has not adopted zoning or planning restrictions against subdividing <br /> the land. This proposed land division and rezoning is supported by the Town. <br /> Further we have reviewed access with the State of Wisconsin DOT and they will allow us to maintain the <br /> two access points off of Highway 19.They and the Town have suggested we have a joint driveway access <br /> about 400-500 ft from the intersection of Highway 19 and Twin Lane Road,on Twin Lane Road for 2 of <br /> the new lots;and use the current driveway and other approved DOT access as driveways for the other 2 lots, <br /> No driveways cross agricultural land once rezoning occurs. <br /> The development should not impact surrounding farmland,and protects the environment. . The proposed <br /> land division preserves the remaining farmland on the property. <br />
