COMPOSITE REPORT - Page 2 APPLICATION NO. <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> Petition 7182. This proposed residential site appears to conflict with adopted town/county policies in <br /> the Town of Dunkirk. <br /> This 20-acre parcel is part of a larger farm(106 acres),which is surrounded by farmland. There is an <br /> existing house on the RH-3 parcel to the south and a farmstead with a house and farm buildings to the <br /> north across USH 51. <br /> The relevant policies for this area are: <br /> "Non farm residential development will be restricted to those areas with soils not classified <br /> as prime farmland or those of statewide importance (as shown on maps)providing the lot is <br /> one (1)acre or more at a density of one lot per 40 acres within a farm unit and is rezoned <br /> from agriculture." <br /> Staff Comment: According to the application,the entire 20 acres is all Class I&II soil in agricultural <br /> capability and the entire site is cropland. <br /> According to the soil maps,the entire site and surrounding area is all prime farmland by USDA <br /> definition. <br /> Lands in the exclusive agricultural district can be rezoned for non farm residential <br /> development at an overall density of no greater than one dwelling unit per forty acres if they <br /> meet the following criteria: <br /> - Land which is not economically viable for farming or where there has not been a history of <br /> productive farming activities. <br /> - Land located such that there would be no possible conflict with the surrounding agricultural <br /> uses. <br /> - Land which does not require the development of a public road. <br /> - Land which does not disturb or destroy any important natural resources and features <br /> such as significant woodland areas, wetlands, steep slopes, etc. <br /> Staff Comment: <br /> • As noted above,the entire site is productive farmland. <br /> ▪ The conflict is the large agricultural parcel proposed for residential use. <br /> • Any access would have to be off Tower Drive. <br /> • There are no new environmentally sensitive areas on the site, only productive farmland. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> None <br /> DANE COUNTY HIGHWAY <br /> None <br /> OTHER <br />
