COMPOSITE REPORT - Page 2 APPLICATION NO. <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> Petition 7195. This proposed commercial rezoning appears partially consistent(greenhouse)with <br /> adopted town/county policies in this agricultural preservation area of the Town of Medina;however, it <br /> is questionable whether an appraisal office building is consistent. <br /> The RH-2 parcel contains a house,barn and outbuildings of a former farmstead with nursery and <br /> greenhouse plantings on-site. There are several other farms and single family homes in the area <br /> The relevant commercial development policies for this area are: <br /> 1. To encourage major commercial development to locate in or adjacent to existing <br /> urban areas. <br /> 2. To discourage strip commercial development along roadways. <br /> 3. To control commercial development at the 1-94 interchange to promote compact, <br /> convenient highway-oriented facilities. <br /> 4. To zone only that portion of land necessary for the immediate use when rezoning is <br /> requested, and to direct commercial development to areas already zoned commercial. <br /> Staff Comments: <br /> 1. While the proposed commercial development may not be considered"major,"the C-1 Commercial <br /> on 1.5 acres of land could permit very intensive commercial and industrial use unless limited by <br /> conditions on the rezoning. We note that this site is over a mile from the Marshall urban service <br /> area and the Village of Marshall,where urban services and commercial areas are available. <br /> 2. This is more of an spot rezone and not a strip. <br /> 3. This is over 4 miles away from the I-94 interchange with STH 73. <br /> 4. Depending upon a site plan reflecting building location and parking areas,there should be a <br /> justification for 1.5 acres of commercial development area <br /> A nursery or greenhouse business could be rationalized in an agricultural area;however,there does not <br /> seem to be the same rationale for an appraiser's office or any other office or business permitted by C-1 <br /> zoning. <br /> If any C-1 Commercial zoning is granted,there need to be specific conditions on the rezoning to <br /> preclude more intensive uses or successive uses in the future. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> DANE COUNTY HIGHWAY <br /> OTHER <br />
