TOWN OF WINDSOR <br /> 4084 MUELLER ROAD * DEFOREST, WI 53532 * PHONE (608) 846-3854 * FAX (608) 846-2328 <br /> MEMORANDUM <br /> To: Jim Gregorius <br /> Norb Scribner <br /> From: Jim Bricker, Business anager <br /> Date: April 29, 1998 <br /> RE: Rezoning Petition 7198 by JJT Development <br /> to permit elderly residential project <br /> At their regular meeting, the Windsor Town Board granted preliminary approval of the <br /> proposed rezoning from C-2 to R-4 for 16.7 + acres of this 18.3 acre parcel. The rezoning <br /> was conditional with: <br /> 1. A delayed effective date to coincide with a recorded CSM (Petitioner has not started <br /> the CSM approval process which will include such things as development agreements <br /> with the Town & Sanitary District, payments in lieu of taxes, park and recreation <br /> facilities etc.). <br /> 2. R-4 uses are limited to a maximum of 110 units of Elderly Housing (deed restricted to <br /> 55 years old or older). <br /> 3. Limitations on uses permitted on the remaining C-2 parcel to be submitted and <br /> approved by the Plan Commission, Town Board; and, <br /> 4. An amendment to the Town's Comprehensive Plan that would address higher density <br /> residential developments for the elderly. <br /> The Town recognizes that the proposed use inherently beneficial for the community, but that <br /> its approval, technically, would not be in compliance with the Town's Land Use Plan. <br /> Consequently, the Board recommends a preliminary, conditional zoning approval to allow the <br /> project to continue through the review process while the Town concurrently reviews and <br /> considers an amendment to the Comprehensive Plan. t��... _ - <br /> i ‘,/ - <br /> JB:jas <br /> i G <br /> wpfile: Gtegijt.eld r <br /> + APR 2 9 1998 <br /> L7.70 <br />
