Edwards, Inc. , the owner and operator of the
Windsor Marathon Truck Stop situated on Highway 51 and Hoffman
House Lane. In that capacity, and by way of background, there has
been a recently approved commercial plat know as "East Metro Park"
which borders the Windsor Marathon property (which truck stop that
has been in operation for many years) . Numerous traffic issues
arose in connection with the approval of that plat . The principal
concern was the location and use on Hoffman House Lane and its
intersection and access to US Highway 51 .
My client has now received notice of a CUP application to
permit mineral extraction from Lot 7 of the plat of East Metro
Park. This lot is evidently owned by the University of Wisconsin
Foundation. On behalf of the Windsor Marathon Truck Stop, we have
the following concerns as it relates to that application:
1 . Impact on Hoffman House Lane . Hoffman House Lane is a
town road. It already serves the truck stop and some related
businesses and provides access to and from US Highway 51 . The
development of East Metro Park will create additional traffic
burdens on Hoffman House Lane. We believe that to allow a
quarrying operation in this area, given the frequency and loads of
these trucks, will exacerbate the deterioration of that road and
accelerate the need for resurfacing and perhaps even rebuilding
that road. In addition, we believe that at and during times of
quarrying operations, truck traffic will be very frequent (we have
been advised there will be trucks coming and going every 10 minutes
