Careful operations on the site should not impede other development in <br /> the area. The operation facilitates development of the East Metro Business Park. <br /> 4. That adequate utilities, access roads, drainage, and other necessary site <br /> improvements. Proper erosion control techniques will have to be approved and <br /> maintained to ensure that construction site drainage does not impact Token Creek. <br /> The access drive will be paved and graveled, and the site will be secured with a <br /> gate when not in operation. No structures or scales will be necessary. <br /> 5. That adequate measures are being taken to provide ingress and egress to minimize <br /> traffic congestion. Trucks will have fairly direct access to USH 51 and the <br /> Interstate. Access should be limited so that trucks cannot use the south intersection <br /> of USH 51 and Hoffman House Lane. The surfaced driveway should minimize <br /> tracking of mud onto public roads. The applicant should also be responsible for <br /> cleaning any mud tracked onto public roads. <br /> 6. That the conditional use shall comply with all applicable regulations. Erosion <br /> control permits will be required. This project appears to meet regulations. <br /> G. The Town of Burke Board has recommended approval of CUP 1493. <br /> III. CONCLUSIONS <br /> A. The operator is proposing a mineral extraction operation for sand removal. The subject <br /> site will ultimately be reclaimed as part of a planned industrial development area. The <br /> proposed operation appears to be a reasonable use of the property. <br /> B. If the ZNR Committee wishes to approve this request, it should consider adding the <br /> following conditions: <br /> 1. The applicant shall submit an erosion control plan covering the entire CUP area for <br /> the duration of operations, and receive approval of an erosion control permit prior <br /> to commencing extraction operations. <br /> 2. The applicant shall apply for and receive all other required local, state and federal <br /> permits. <br /> 3. The operator shall develop and operate the site according to the site/operations and <br /> phasing plan dated 5/12/98. <br /> 4. Operations shall cease no later than 9 years from the date of CUP approval. <br /> 5. Reclamation shall be completed within one year after operations have ceased, and <br /> shall follow the operator's reclamation plan dated 6/1/98. As each phase is <br /> completed, the restoration of that phase must be completed as much as possible <br /> before extracting in the next phase. <br /> 6. To ensure compliance with the reclamation plan, the operator shall post and <br /> maintain a bond in favor of the Dane County in the amount of$15,000 until <br /> reclamation is satisfactorily completed. <br />
