• Composite Report Rezone no. 7200 <br /> Public Hearing 4/28/1998 Town of Oregon <br /> DANE COUNTY PLANNING DIVISION STAFF COMMENTS <br /> BACKGROUND <br /> A. This is the final `blanket rezone' by the Town of Oregon following its <br /> adoption of A-1EX zoning on 1/15/95 and in accordance with its Land Use <br /> Plan. <br /> B. Three "blanket rezones"have taken place since the adoption of the Land <br /> Use Plan with the goal of making the Town Plan Map and the Dane <br /> County Zoning Maps consistent: <br /> # 6123: effective 1/5/95 <br /> first rezone following adoption of Land Use Plan; <br /> # 6791: effective 12/4/96 <br /> removal from Al-EX of all lands falling within corporate <br /> boundaries of Villages of Oregon and Brooklyn; and <br /> # 6935: effective 6/25/97 <br /> change of zoning for nine parcels rezoned under#6123 (from R-2 <br /> &A-3 to R-3A,LC-1,A-2,RH-3). <br /> II. ANALYSIS <br /> A. Inconsistency of the town plan map certified by the Land and Water <br /> Conservation Board(LWCB) and the Dane County Zoning Maps is a <br /> source of problems. The problems are mainly in two areas: <br /> . Without map consistency, Dane County Zoning is not able to issue a <br /> zoning certificate for a parcel solely based upon the zoning map as it <br /> is currently done. The town plan map would need to be checked in <br /> each case to see if the parcels to be issued a zoning certificate are <br /> within the agricultural preservation area. <br /> . Subdivisions and residential parcels should be zoned in the <br /> appropriate districts on the county zoning map, especially when the <br /> town plan map has them in a rural development district, so the <br /> county zoning map and the town plan map are consistent. <br /> B. Originally, DATCP required that all parcels that were not in the <br /> Agricultural Preservation district of the Town Plan Map be rezoned to a <br /> complying district of the County Zoning Map in order to obtain the 1998 <br /> LWCB certification. To make the two maps consistent,parcels in the <br /> "Rural Development"and"Agricultural Transition" Certified Town Plan <br /> Map categories would need to be rezoned to R, RH, or A2 districts <br /> depending on their current usage and acreage. Parcels in the "Agricultural <br /> Preservation"category were already rezoned to A-1EX in the first blanket <br /> rezone. DATCP subsequently removed this requirement, and now appears <br />
