However,the A-2 Agricultural District has a minimum residential lot size of 16 acres,which would <br /> allow many more than the two allowed by policy. <br /> a. This has been a 113-acre farm with 54%cropland,42%pasture and 4%woodland. Thus,there <br /> is a history of farming activity according to the applicant. <br /> b. The plan simply does not contemplate dividing the entire farm into large farmette parcels. The <br /> intent seems to be creation of smaller(2-acre minimum)nonfarm residential sites similar to the <br /> RH-1 parcel previously approved. <br /> c. As noted above, 54%of this farm is cropland, which indicates an ability to access the land by <br /> farm machinery. <br /> (continued) <br /> d. It is difficult to evaluate potential residential conflicts since no specific housing sites are <br /> indicated <br /> e. Again,this is difficult to evaluate without specific residential sites shown. We note that there are <br /> significant slopes which could create access and erosion problems in certain parts of the site. <br /> f. The area north of the road is an upland with slopes, while the land to the south has a <br /> drainageway which flows from east to west. <br /> g. This is difficult to evaluate since the proposal is to divide the entire farm. Dividing a farm by <br /> this method does not appear to promote the maintenance of adjacent agricultural parcels. <br /> h. This will depend upon where specific homesites are located. <br /> i. To accomplish the creation of two nonfarm residential parcels, according to the adopted <br /> town/county policy, all it would take is rezoning of two lots of two acres each similar to the <br /> existing RH-1 parcel. Rezoning the entire farm(113 acres)to A-2 Agriculture appears to <br /> directly conflict with this policy of rezoning only that portion of land necessary for the requested <br /> use. <br /> In summary,there are a number of issues and conflicts with adopted policies. One possible solution <br /> would be to amend the petition to show two specific residential sites which are consistent with these <br /> policies, rezone them appropriately and leave the balance in the A-1 EX Exclusive Agricultural <br /> District. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> DANE COUNTY HIGHWAY <br /> OTHER <br />
