The enclosed documents and letters show that The Department of Transportation already paid the
Thompsons for the landlocked condition.Thompsons have been offered the opportunity to repurchase at fair market value
several times since 1982. Although the Thompsons consistently declined, they will be given a fair opportunity to meet
our appraised value or to match the highest bid offered in a public sealed bid sale, whichever is higher, therefore, the
Department seeks your assistance in clearing up this rezoning petition so we can proceed with the sale of WISDOT land
to private parties and get it back on the tax rolls. As you can see on the attached proposed CSM,a 33'wide easement does
exist over Lot 2 to service Lot 1.This easement will remain as shown.
A detailed letter with documentation was mailed to you last week. (A copy is enclosed.) If you need any further
information before taking action at your next board meeting, please call.We would like to conclude this matter in a timely
manner in order to comply with our legislative directives to sell excess land. With your help, we expect to publicly offer
these lots for sale in the fall.
The Dane County Planning and Development office is aware of these issues. They suggested we reapply for the A-2
zoning. They also suggested we ask you for a new approval letter without the easement restriction. The residential
development restriction may remain. You can reach me at 608-246-7910,Monday to Thursday, 7:30 to 4:00.
Sincerely,
i
Jeni Norton .
Property Management Real Estate Agent
ENC.
