COMPOSITE REPORT- Page 4 Application No. 7037 <br /> D. R-4 zoning could be applied to the entire parcel currently now proposed for RH-4 zoning. A <br /> deed restriction preventing further residences on the property may be appropriate if this <br /> option is chosen. The applicant would be required to receive a variance from the Board of <br /> Adjustment for any aspects of the property/structures which are inconsistent with R-4 zoning, <br /> such as C.1 and C.2 suggested above. Other alternatives for zoning this parcel may be <br /> possible or required, particularly if(1)zoning lots could be drawn such that only the multiple <br /> family residential buildings were put in the R-4 district, with the large accessory buildings in <br /> another more appropriate district, (2)the storage use of the barn is for storage of items from <br /> off-site, (3) farm activities are still taking place on portions the property. Alternatives to <br /> straight R-4 zoning may negate or minimize the need for Board of Adjustment action. <br /> However, it is difficult to gauge the viability of the alternatives without knowing specific <br /> building layouts, size, and uses. <br /> E. At the time of writing,the County had not received notice of town action on this petition. <br /> III. SUMMARY <br /> A. The proposal is designed to allow one more residential building site. Because the remaining <br /> 26 acres of the property is not in compliance with the zoning ordinance, that portion of the <br /> subject property must also be rezoned. However, the district proposed (RH-4) is <br /> inappropriate due to the multiple family residences within a former farmstead complex on that <br /> portion of the property. R-4 zoning appears most appropriate for that portion of the <br /> property. However, R-4 zoning would suggest consideration of a deed restriction preventing <br /> further residential development and require variances from the Board of Adjustment. <br /> B. Zoning and planning staff are prepared to_meet with the Applicant to develop the most <br /> ? -1 appropriate erin ning alternative for the property now proposed_for RH-4. In advance of that <br /> �W. <br /> g, staff requests that the applicant prepare a sit plan for that property, drawn to scale <br /> and showing the exact locations of all buildings, other structures, parking areas, and septic <br /> tanks and drain fields. The specific uses for the storage building and the remainder of the <br /> property should also be identified. <br /> C. Staff suggests that ZNR action on this petition be delayed until staff and the applicant can <br /> determine the most appropriate zoning district(s) for the portion of the property now <br /> proposed for RH-4 zoning. <br />
