COMPOSITE REPORT - Page 2 APPLICATION NO. <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> Petition 7046. These proposed residential and commercial sites are in a Farmland Preservation Area of the Town <br /> of Cross Plains. The residential sites appear reasonably consistent;however,the commercial site proposed conflicts <br /> with adopted policies. <br /> The relevant commercial policy is: <br /> "Only commercial uses clearly needed to support agricultural production may be permitted to rezone in <br /> designated agricultural preservation areas.Also small family owned and operated businesses that <br /> provide a service to the community may be permitted with any restriction deemed necessary by the Town <br /> Board. Only that portion of land necessary for the contemplated use will be rezoned if all other policies <br /> are met" <br /> Comments related to the policy: <br /> - There is no specific use proposed,only the request for C-2,which permits many intensive commercial and <br /> industrial uses.It is not an agriculture-related zoning district. <br /> - A small family-owned business would not require C-2 Commercial zoning,but could be a limited family <br /> business. <br /> - This site is approximately 1/2 mile south of the hamlet of Pine Bluff where there is area designated for <br /> residential and commercial development.This intersection(S and J)is not planned for <br /> development. <br /> - CTH S&P is a Major Collector Roadway moving north-south traffic in this area.A commercial access <br /> this close to the intersection with CTH J could have the effect of reducing the traffic carrying <br /> capacity. <br /> - There does not appear to be any planning rationale to allow for commercial use at this location. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> None <br /> DANE COUNTY HIGHWAY <br /> Petition 7046. CTH`9"is not a controlled access highway. Any changes to existing accesses or new access points <br /> requires a permit from the area maintenance supervisor. Accesses should be made joint with existing land use as <br /> much as possible. CTH S&P are controlled access highways. Any changes to existing points of access requires <br /> action by the Transportation Committee. Depending on the type of Commercial use,an improved intersection with <br /> a passing lane may be required. <br /> OTHER <br />
