COMPOSITE REPORT - Page 2 APPLICATION NO. <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> Petition 7052.This proposed residential division conflicts with the following town/county adopted policy in the <br /> Town of Albion: <br /> "Non farm residential development in Agricultural Preservation areas will be restricted to land with <br /> soils not classified as prime farmland or farmland of statewide importance (as shown on maps) <br /> providing the lot is one(1)acre or more at a density of one lot per 40 acres within a farm unit and is <br /> rezoned from agriculture." <br /> Comments related to the policy: <br /> - There is a new house on the proposed R-1 parcel,and there is an older house on the RH-3 parcel. <br /> - The RH-3 parcel was approved and rezoned in 1994 to separate the residence and the farm buildings from the <br /> farm. This was done as a routine rezoning of the existing house and farm buildings. <br /> - The certified survey map approved by the Plat Review Officer on July 13, 1994(#7516)has the following <br /> notation next to old farm house: "This house is to be removed from the lot by January 1, 1995." <br /> - Apparently the removal did not take place,and now the request is to create an additional parcel to retain and <br /> use the house in 1997. <br /> - This proposal conflicts with ordinance requirements--having two residences on an RH-3 zoned parcel and <br /> with plan policy.Once a non-farm parcel is created,the purpose of the density policy is to prevent <br /> subsequent re-division of such parcels.. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> Our records do not contain information whether there is an existing dwelling on the original parcel.If there is an <br /> existing dwelling,the existing private sewage system must remain on the same parcel with that dwelling. <br /> DANE COUNTY HIGHWAY <br /> Petition 7052. CTH"A" is not a controlled access highway. A joint use driveway should be required for use by <br /> both lots. <br /> OTHER <br />
