The meeting was called to order by Chairman Skaar at 8:00 P.M. Members present: <br /> Steve Anders, Rick Griffin, Kris Hampton, Silvin Kurt, Eugene Skaar. <br /> II. Minutes of Previous meeting: MOTION by Kurt/Hampton to approve minutes of <br /> Public Hearing and Regular Board Meeting on October 20, 1997 and Budget Workshops <br /> on October 27, 29, and 30, 1997. MOTION CARRIED. <br /> III. Finance Report: MOTION by Hampton/Kurt to approve payment of bills <br /> corresponding to check's#26641 - 26676. MOTION CARRIED. MOTION by <br /> Kurt/Anders to accept new worth statement at$184,328.11. MOTION CARRIED. <br /> IV. Public Concerns: Ellery Jensen shared information that there will be development in <br /> the area of Cottage Grove Road and Sprecher Road with a possible 3500 homes which <br /> translates to an additional 10,000 in population. This area was annexed by the City of <br /> Madison. Plan attached. <br /> V. Bill Ziegler of Monona Grove Schools discussed connection of Monona and Cottage <br /> Grove school cable. Mr. Ziegler feels that educationally and politically it is time to <br /> connect. The cost would be$24,000/year for an interactive system. He is in the process <br /> of writing for a Federal Grant and is asking for$3000 per year from the Town. <br /> MOTION by Anders/Griffin to discuss at the next Budget Workshop and Town Board <br /> Meeting. MOTION CARRIED. <br /> VI. Planning Committee Recommendation: <br /> A. Jenkins- Owner Barbara Ring, 2236 W. Ridge Rd. requested zone change from <br /> A-1EX to A2(1) for 1 acre building site for a 1500 Sq. Ft. ranch house and a 2000 Sq. Ft. <br /> shed to store farm equipment. P. C. recommended approval, but would move shed to 50 <br /> feet from back lot line. MOTION by Griffin/Anders to approve. MOTION CARRIED. <br /> B. Tolley, 4593 Baxter Rd. requested zone change for 5.5 acres for residential homes <br /> from RH-2 to R-1. P.C. recommended denial. MOTION by Griffin/Hampton to deny. <br /> MOTION CARRIED. <br /> C. Jim Skaar, 1801 Nora Rd. - 3 Lots on Nora Rd.: Revised site plan presented to <br /> P.C. which recommended approval. MOTION by Griffin/Anders to approve zone change <br /> from A-IEX to RH-1 or R 1A, if County judges it to be more appropriate, with Deed <br /> Restriction and Driveway Maintenance Agreement as presented by Ellery Jensen. <br /> MOTION DENIED. Skaar abstained. Kurt, Hampton and Anders opposed. MOTION <br /> by Kurt/Hampton to approve zone change from A-1EX to RH-1 with Driveway <br /> Maintenance Agreement, but no Deed Restrictions.
