This proposed mini-warehouse development appears to conflict with adopted <br /> town/county policies in the Town of Montrose. <br /> This is an agricultural preservation area (not a development area) in the Town of Montrose, <br /> where the adopted town/county policy for commercial development is: <br /> 1. To require all commercial development to be served by public sewer and <br /> water with the following exceptions: <br /> a. To allow for commercial development needed to support existing <br /> agricultural activities, where it will not result in environmental <br /> degradation or conflicts with farming operations. <br /> b. To rezone only that portion of land necessary for the contemplated use <br /> when rezoning is requested. <br /> 2. To avoid any substantial expenditure of public funds and the incurrence of <br /> municipal debt for the construction or provision of municipal improvements <br /> and services usually associated with commercial and industrial <br /> development. <br /> Staff Comments: <br /> • There is no public sewer or water available or planned in this area. The Belleville <br /> urban service area is approximately 1.5 miles to the southeast. <br /> • The commercial site to the north was zoned and developed prior to plan adoption. The <br /> residences to the east also pre-dated the plan. The adopted plan does not designate <br /> this as a development area. <br /> • Mini-warehouses are generally not needed to support existing agricultural activities. <br /> There are residences in the area which may be served; however, they are not <br /> agriculture related. <br /> • If additional development is desired in this area, the plan should be amended to reflect <br /> this change in policy. <br /> If there is a rationale to approve this use, there should be a conditional rezoning to preclude <br /> other uses permitted in the C-2 District. Most of them would be incompatible at this location. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br />
