I understand that it is consistent with the Town of Windsor's <br /> Development Plan, and with the goals of the Vision 2020 plan. By placing new <br /> housing in areas continguous with existing housing, we make the most economical <br /> use of infrastructure. <br /> By incorporating a mixed use of retail, this gives this the flavor of the "new <br /> urbanist", allowing some trips to be made on foot.
