11aR-05-1999 15:07 MERIDIAN GROUP INC 608 836 8021 P.02/02
+ March 2, 1999
Dane County Zoning Con'mittee By Facsimile
Planning&Development
RE: Rezoning Petition 71 )9-Keuler -Town of Berry
Dear Committee Member:;:
The above petition has be en going back and forth between the Zoning Committee, the County Board and the
Town of Berry Board for veil over one year. The County Board has rejected the petition three times and it
has been returned to the Town of Berry Board for clarification and "appeal". In January, 1999 the Town of
Berry granted approval to establish a town road for Mr.Keuler's driveway to his four proposed building sites.
This town road was approved even though the Town of Berry had gone on record stating they would not
grant permission to create any additional town roads.
Our concerns regarding ti;is petition include the following:
Developmentlsp(c homes: Mr. Keuler as the new owner of this property does have rights regarding
building site splits. As we understand it his plans are to develop four homes for sale. Indian Lake County
Park and the Ice Age Tr ail (current land and proposed additions) are adjacent to and/or part of the Keuler
property. I believe Dane county and the Park Commission are both working on these possible additions and
should be given a chance to finalize their plans and make an offer. If we(residents,Town of Berry and Dane
County) allow housing dl velopments to continue at its current pace, we will not have much land left in our
county to preserve for wil ilife, parkland, historic preserves, etc.
- Town of Berry I-as agreed to allow a town road for Mr. Keuler which will allow him/his construction
company to build four sF ec houses. A town road was even-though the board had voted previously to not
allow creation of addition;rl town roads. Why in this instance would they make an exception?
One of the reas xis we have opposed this petition is because of our family background and the
history of the land surrou(ding this property. There are four families that own land/homes,adjacent to or very
near Mr. Kueler's proper y that was originally part of the farm sold to the Dane County Park Commission by
our family. The land we live on and the land that makes up most of Indian Lake County Park had/has been in
our family since before "854. Our family was approached by a number of interested buyers over the years
(some were developers) however they did not want to see the land around the lake developed for many
reasons. They were verl pleased when they were contacted by the Park Commission and were able to sell
the land to them as it as ured them their land and the lake would be preserved for many to enjoy.
- Safety Issues — the point at which the proposed driveway will enter Highway 19 seems to be an
issue due to the curve at that location.
As mentioned above,WE understand that monies may be set-aside to purchase additional parkland, natural
settings, etc. at different sites throughout Dane County including Indian Lake County Park. Has this aspect
been reviewed and giver;consideration and could/would Mr. Keuler consider selling some or all of his land to
Dane County?
We realize Mr. Keuler s made some compromises from his original building plans and we are glad for that.
However we feel strong!r about the points above and our concerns need serious consideration by the boards
that represent all of us it the Town of Berry and Dane County
Sincerely,
Arian&Lori Ketelb•e -r
8386 Hwy 19
Cross Plains,WI 53528
cc: Dane County B gird Members
Town of Berry E;card Members
TOTAL P.02
