4
Date sent: Fri,30 Jan 1998 19:44:18 -0600
From: Kevin Kesterson<kkesters @execpc.com>
Send reply to: kkesters @execpc.com
To: standing @co.dane.wi.us
Subject: petition 7110 January 30th meeting.
Hi Brian-here are my transcibed notes and recollections from todays
meeting in Roxbury:
In order of your 1/23/98 memo (my personal comments, not made during
the meeting are in paren. where appropriate):
1. Ken and Karen Kearney are working with LCC. They were advised that
Kevin Conners would like to apply the same standards that are in use
for the Lake Mendota watershed.
2. the Kearney's are willing to pursue a natural vegetative buffer
along the shoreline; Dave Marshall provided brochures on applicable
plantings to all in attendance. However Karen felt that this would be
best served as a longer term goal, given the expense and work
involved. (It was my observation that something less than 35 feet
might be more reasonable. ALthough I did not measure it, it looked as
though the decks and shore are less than 40' apart. something in the
nieghborhood of 20 to 25 feet might serve the same purpose and still
allow a small yard area in front of the decks.)
3. The Kearney's and the town are already working toward providing a
public area, most likely a beach, on the undeveloped 1,000 feet of
shoreline. Additionaly, this area is now zoned RE, which would
require a zoning change for any more intensive use. (Brian- does RE
allow a campground? Ken did mention a campground "in the future")
4. Dave indicated that this was an item the DNR might pursue and gave
Ken a staff person to call and deal with. Ken indicated that it was
currently st up for every two homes to share one dock; and that the
longest dock in the development was 24 feet.
5. The 100 buildings are it. There are no others anticipated or
desired. garages will not be allowed; although a carport roof over
the blacktop parking pad may be allowed. All seemed to agree that
this (roofs on teh pads)would not worsen the situation past what
blacktop has already. Ken also indicated that all of these
improvements had been reviewed and approved by the Board of
Adjustments. One of the studies done during this process indicated
the net effect of all the improvements on the lake in a 500 year storm
event was a 1/4 inch rise.
6. This seems to be accepted as the way it is by the Kearney's.
7. We discussed the impact of the year round use. in terms of impact
on the septic systems, and thus on the lake, groundwater, and water
quality. Ken pointed out that each unit has it's own 2,000 gallon
holding tank(state approved tank), all plumbing fixtures are
"water-saver" types, and that each unti has an alarm if the holding
