COMPOSITE REPORT - Page 2 APPLICATION NO. <br /> STAFF COMMENTS <br /> REGIQNAL PLANNING <br /> Petition 7123. This proposed rural residential development raises some policy issues related to the <br /> adopted town/county plan in the Town of Sun Prairie. <br /> The relevant adopted policy is: "Any land considered for rezoning to residential shall meet one or more <br /> of the following criteria It should be: <br /> "Land where there has not been a history of economically viable farming activities. <br /> Land which is too small to be economically used for agricultural purposes or which is <br /> inaccessible to the farm machinery needed to produce and harvest agricultural <br /> products. <br /> Land located such that there would be no possible conflict with the surrounding <br /> agricultural uses." <br /> Comments related to the policy: <br /> According to the application, all the soil is Class I or II in productivity. All the soil is <br /> considered prime farmland by USDA definition. <br /> This is a 3.4-acre area for 3 lots to be divided from a 39.4-acre ownership. <br /> The potential for residential and agricultural conflicts does exist and needs to be addressed in <br /> the review and hearing process. <br /> Note: The town/county plan in the Town of Sun Prairie does not have a density policy. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> DANE COUNTY HIGHWAY <br /> Petition 7123. CTH "TT' is a controlled access highway. The Highway and Transportation <br /> Committee granted a joint use driveway for these three lots under controlled access permit 97-12. The <br /> permit is contingent upon the approval of a three lot certified survey map and a change in zoning <br /> classification. As stated in the permit, intersection requirements including drainage structures, will be <br /> determined based on final use. The landowner is to have a plan approved by our department prior to <br /> construction of the access. <br /> OTHER <br />
