Although the clubhouse area was zoned RE-1 in 1982,only the clubhouse and parking area are in the RE-1 <br /> district The trap field is currently zoned A-2. To bring existing uses into compliance,the clubhouse and peeking areas will be a B-1 <br /> district with CUPs fbr recreational uses lighted at night The trap shooting range will be RE.-1 with CUPs for the trap shooting range, <br /> alcoholic beverages sold by the drink,and outside recreational facilities lighted at night. These CUPs will previde for uses associated <br /> with periodic fundingraising events open to the public,while the B-I permits for these and other restaurant/tavern type uses. <br /> Reason for Rezoning& Conditional Use Reauest <br /> The purpose of the request for rezoning and the conditional use permit is to allow the <br /> continuation of the use of the property as a trap club and trapshooting facility. The land <br /> is leased by the Roxbury Valley Trap Club, Inc from Harriet Kippley. The property is <br /> currently zoned as RE-1 (Parcel B)and A-2(Parcel C). The request is being made to <br /> rezone that portion described as parcel B to B-1 and that portion described as Parcel C to <br /> RE-1. The details of this request appear in the Zoning Sketch and Site Plan(revised <br /> 1/9/98). The area where the trapshooting takes place is within Parcel C on the northern <br /> portion of the site plan. To raise funds the club has periodic events, which are open to the <br /> public(e.g., Sunday morning breakfasts, a smelt feed, chicken barbecues). These take <br /> place on the southern portion of the property within and around the clubhouse area and <br /> the parking lot (Parcel B), and so a request is being made for B-1 zoning in that area. <br /> The requests do not involve any anticipated development of facilities or activities. <br /> clulzHistory and Activitie <br /> The history of the club goes back an estimated 40 years when a few area residents would <br /> gather on a piece of land owned by Vernon and Harriet Kippley to do some informal clay <br /> target shooting. Interest in more formal trapshooting grew over time and on May 5, 1975 <br /> the Roxbury Valley Trap Club was incorporated in Wisconsin. For its entire existence <br /> the club has operated with a single trap field (i.e., one trap house with 5 shooting stations <br /> having lanes from 16 to 25 yards) located on the Kippley property(Mr. Kippley passed <br /> away in early September and the property is now leased from Mrs. Kippley). <br /> Membership has grown over the years to its current level of over 100 family <br /> memberships. Some family memberships extend through four generations. The Trap <br /> Club is affiliated with the National Rifle Association, which necessitates that it complies <br /> with operating and safety regulations stipulated by the NRA. The trap field conforms to <br /> the specifications of the Amateur Trapshooting Association(ATA). The ATA also <br /> publishes operating rules and regulations for shooting events, which are fDllowed by the <br /> Club. Rules and regulations are outlined in a subsequent section. <br /> Regular shooting at the club takes place on Sundays throughout the year, typically from <br /> 9:00 a.m. to 1:00 p.m. Breakfasts are served to the public from 7:30 a.m. to 10:30 a.m. to <br />
