The lands adjacent to the west and south of this property are now within the <br /> City of Madison. <br /> The City of Madison's Sprecher Neighborhood Development Plan, adopted in <br /> January 1998,recommends that the western portion of the subject property <br /> eventually be developed with more intensive urban uses, and that the eastern portion <br /> located within the Door Creek corridor be retained in open space and recreational <br /> uses. The Planning Unit considers completion of the planned clay extraction <br /> operation on this property to be generally compatible with the future uses <br /> recommended in the neighborhood plan, and with the anticipated development <br /> schedule for these lands. Therefore, the Planning Unit supports the amendment of <br /> the conditional use permit to allow the clay extraction operation to continue until <br /> December 7, 2001, subject to the conditions already placed upon the operation by the <br /> Wisconsin Department of Natural Resources, Dane County, and the Town of <br /> Blooming Grove, and the following additional conditions: <br /> Because the roads providing primary access to the subject property(the northernmost <br /> segment of Sprecher Road and the unnamed access road north of the Lehr property) <br /> are now located within the City of Madison, the City requests that renewal of this <br /> mineral extraction permit also be conditioned upon: <br /> 1. J& H of Wisconsin, Inc. shall provide a surety bond or other mutually <br /> acceptable financial assurance to the City of Madison to ensure maintenance <br /> of, and any required repair to, Sprecher Road and the unnamed service road <br />
