Inspection of erosion control measures will be on a weekly basis, or within 24 hours of a <br /> storm in excess of 0.5 inches. Written inspection forms will be retained on-site at all times <br /> and subject to inspection. Maintenance will likely concentrate on removing excess <br /> sediment from silt fences, repair and reinstallation of damaged fence, and reseeding of <br /> areas disturbed prior to germination. <br /> 2) Water Quality Management <br /> Included in the requirements of NR 216 is the need to match pre- and post-construction <br /> storm water flows. Accordingly, a detailed storm water plan will be developed for the <br /> project. The salient features of the plan include a 0.35-acre wet detention pond within the <br /> eastern cul-de-sac, with a piped outfall discharging to the northeast edge of Wetland <br /> Area 2, within the fill removal area. The ditch lines of the access road will be used to <br /> collect and convey storm water drainage from within the parcel to the wet detention pond, <br /> which will function as a sediment trap and polishing chamber for storm water prior to <br /> discharge to the receiving wetlands. The removal of existing fill from the central area of <br /> Wetland Area 2, combined with excavation of a small intervening upland area between the <br /> middle and southern portions of Wetland Area 2, is expected to considerably enhance the <br /> storage and filtration functions of the wetland complex. In addition to meeting the <br /> requirements of NR 216, this proposal will also provide significant benefits to local <br /> amphibian populations by providing additional habitat, while exploiting the mechanical <br /> filtration capabilities of the existing reed canary grass meadows. <br /> 3. Project Wetlands <br /> A. Wetland Delineation <br /> Wetlands were delineated in May and June of 1997, by Perry Rossa of Mead &Hunt, Inc. The <br /> "Routine Onsite Methodology" of the 1987 Corps of Engineers Manual was used to establish <br /> upland and wetland field conditions and the boundaries flagged and surveyed. The following data <br /> sources were checked prior to and during the course of field work: <br /> • Dane County Soils Survey, 1972 <br /> • Wisconsin Department of Natural Resources wetland map, T8N R10E, August 11, 1986. <br /> • U.S. Geological Survey topographic map, De Forest, Wisconsin, Scale 1:24000, 1983. <br /> • Topographic map, Scale 1:1200, Carley Parcel, no date. <br /> A total of 8.84 acres of wetlands were delineated on the 71.26-acre parcel, and are described in <br /> detail below.
