Dryer, City Traffic Engineer <br /> Subject: Conditional Use Permit for a Day Care at 8221 Raymond Road (Meriter Hospital) <br /> At the request of Mr. Robert Gore, Meriter Hospital, and the Dane County Zoning and <br /> Natural Resources Committee, the City Traffic Engineering Division has been asked to <br /> comment on the traffic and planning impacts of the proposed use. Based upon our review of <br /> the composite report prepared for the hearing date of 4/29/97 and other available <br /> information, this office does not expect the proposed use to pose serious traffic impacts. <br /> The estimated trip generation contained in the composite report is accurate except that we <br /> would expect traffic to reach the site from really all directions and be dependent mainly on <br /> the clientele's place of residence. With about 2,500 vehicles per day on Raymond Road, we <br /> expect minor traffic impacts although there will likely be some additional interference at the <br /> driveway entrance. The past use of the 10-unit CBRF likely generated about one-half to the <br /> same amount of traffic, although CBRF-type uses generally generate less trips. We view the <br /> proposed use as a low to modest traffic generator and also as a transitional land use. <br /> With regard to the "Five Points" intersection, I have attached a memo for your information. <br /> As the memo notes, the City of Madison supported Alternative 2. Once this project is <br /> implemented, access to the proposed use will be affected. Other, more indirect routes will <br /> have to be taken until other access alternatives are provided. <br /> In terms of other planning, we would expect this site to develop alternative access to Raymond <br /> Road so that the Ice Age Trail and Open Space plans could be implemented. I have enclosed the <br /> City's recommendations for this area and a portion of a map from the City's draft neighborhood <br /> development plan which shows such an alternative access. To ensure that this happens, the <br /> Committee may want to include a condition of approval stating: "At such time that_the_ke Ag>; <br /> Trail and Open Space plans are implemented in this area the subject property shall be required to <br /> develop and implement alternative access consistent with adopted plans and at their expense to <br /> allow for the elimination of Raymond Road where it crosses the Ice Age Trail Corridor." <br /> If you have any questions or comments please contact me or Dan McCormick at 267-1969. <br /> Ake, vA 1,- ° <br /> avid .
