Based on these factors, staff is no <br /> longer suggesting a limit. <br /> D. Staff continues to believe that the range of commercial and industrial uses which would <br /> be permitted under C-2 are too intensive for this area. Lands to the north are being <br /> planned and rapidly developed with urban residential uses. Further, local and regional <br /> plans identify this area as important for open space preservation and community <br /> separation. The County and Town may wish to consider limiting the approval of C-2 <br /> zoning to only those uses proposed. <br /> E. On July 8, the Town Board unanimously approved the rezoning with no conditions. <br /> III. SUMMARY <br /> A. The applicant has submitted a landscape plan to address staff concerns over <br /> landscaping/screening. Over time, this landscaping will buffer the use from neighboring <br /> properties and support regional community separation goals. While expansion of the <br /> applicant's business may be acceptable in this area, the C-2 district permits a range of <br /> other inappropriate uses given planned future residential development in this area. <br /> B. If the County and Town wish to approve this request, they may want to consider <br /> approval with the following conditions: <br /> 1. Use of the property shall be limited to a landscaping and snow removal business. <br /> 2. Landscape plantings and berming shall be installed by May 31, 1998 and maintained <br /> thereafter according to the 6/18/97 landscape plan. The berm shall be seeded, and <br /> may have to be higher than eight feet at certain points if necessary to block the view <br /> of the buildings and graveled parking area from USH 151. The"burn pad and <br /> storage bunker" shall be screened according to DNR regulations. <br />
