COMPOSITE REPORT- Page 3 Application No. 6958 <br /> DANE COUNTY PLANNING DIVISION STAFF COMMENTS <br /> BACKGROUND <br /> A. The applicant is requesting a zoning district change from A-1EX to C-1 (12.5 Acres). <br /> The intention is to build small businesses such as veterinary clinic, photo studio and <br /> storage facilities. <br /> B. The subject property is 203 acres of land in the Town of Christiana, .25 miles west <br /> from the Village of Cambridge. The 12.5 Acres of Al-EX land to be rezoned includes <br /> several outbuildings and an old manure pit. There is a burned down dairy facility and <br /> other buildings damaged by fire. <br /> C. A parcel to the East was rezoned (#6366) to C-1, with a CUP for a bed & breakfast. <br /> The intention was to use an existing homestead dating back to the 1800's for the bed & <br /> breakfast. A year has passed since the effective date of the CUP (2/27/96). A parcel to <br /> the North was also rezoned (#6365) to C-1 for an antiques/furniture business. Both C-1 <br /> parcels were deed restricted. <br /> II. ANALYSIS <br /> A No site plan or basic drawings of the existing buildings and/or proposed buildings have <br /> been provided at this time. A rezone of this magnitude can not be properly evaluated <br /> without knowing what is being proposed such as new buildings, uses, ... The only <br /> restrictions in size for a building on a C-1 district is to occupy less than 60% of the <br /> area of a parcel and not being over two floors in height (unless a CUP is filed). <br /> B. The existing buildings are adjacent to the "potential" Bed and Breakfast, far from <br /> Highway 12 and there are trees that shield them from a full view from the highway. <br /> The cluster of storage buildings, sheds, silos and barns blend with the rural character of <br /> the landscape which consists of rolling farmland and farms. <br /> C. If the intention is to develop some businesses in a "Country-themed complex with the <br /> Bed & Breakfast", the rural character of the area may be able to be preserved and <br /> encompass at the same time a related business. Still a development plan would be <br /> necessary to evaluate the impact of the proposal. And such plan would need to include <br /> the C-1 land of the Bed and Breakfast. And the CUP for the Bed and Breakfast having <br /> already expired, a new application would be necessary. <br /> D. To create a separate 12.5 acres parcel is not been considered. the lack of public road <br /> frontage (required for parcels under 15 acres) would prohibit it. <br /> E. The town Board approved the C-1 rezone for the following permitted uses : <br /> (a)Retail and service uses including but not limited to grocery stores,drugstores, <br /> hardware stores,appliance and furniture stores,barbershops and beauty shops <br /> without limitations as to size, <br /> (b)Self service laundries and dry cleaning establishments, <br /> • <br />
