COMPOSITE REPORT - Pagiat 2 APPLICATION NO. <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> Petition 6975. This proposed combination of limited family business and non-farm residential <br /> development raises several policy issues in the Town of Black Earth. <br /> The A-2(4)parcel has an existing heating, ventilation and air conditioning business, with the area <br /> proposed to be expanded. The current business appears larger than that allowed by the limited family <br /> business conditions. Any expansion would appear to require commercial zoning. <br /> The Town of Black Earth Land Use Plan does designate this site for commercial use, acknowledging <br /> this business and potential expansion. <br /> The residential sites proposed have minimal effect on farmland, but do raise access issues. <br /> The RH-2 parcels have access off Miller Farm Road, which is a public town road; however, it is <br /> substandard in right-of-way. There needs to be some resolution to upgrade this road before additional <br /> development is permitted. There are several houses to the north which currently use this road. <br /> The RH-3 and RH-4 parcels do not front or abut a public road and are proposed to be served by <br /> easements. Because they are proposed to be larger than 15 acres, they are not subject to the <br /> requirements of Chapter 75 which requires public road access. <br /> An additional policy concern is more traffic at this access point along USH 14, which is shared with <br /> another residence and a farm market operation. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> No objection to this petition. <br /> DANE COUNTY HIGHWAY <br /> None <br /> OTHER <br />
