COMPOSITE REPORT-Page 3 Application No. 6987 <br /> This area will be deeded to the DNR following completion of mitigation. Mitigation <br /> work will be done by the end of 1997.) <br /> 3. Any discovery of previously unknown historic or archaeological remains requires <br /> immediate notification of the Army Corps and State Historic Preservation Officer. <br /> 4. Measures must be taken to prevent pollutants from entering waterways. Any fill must <br /> meet certain specifications and be free of toxic materials. <br /> 5. All exposed slopes, fills, and disturbed areas must be given sufficient protection to <br /> prevent erosion. <br /> 6. contingency plan must be formulated that would be effective in the event of a spill. <br /> D. The applicant also proposes to relocate the channel of Starkweather Creek as part of the <br /> runway expansion project. The relocation would be generally north of its existing alignment <br /> to provide a culvert crossing perpendicular to the runway. February 6, 1997, the DNR <br /> granted a Chapter 30 permit to fill Starkweather Creek in its existing alignment, rechannel a <br /> new alignment, and provide a culvert under the runway. One particularly relevant finding of <br /> the DNR was that: "The proposed project will not result in significant adverse impacts to the <br /> functional values of the affected wetlands, significant adverse impacts to water quality or <br /> other significant adverse environmental consequences." Filling and grading within 300 feet of <br /> Starkweather Creek still requires County Board of Adjustment approval of a Special <br /> Exception Permit. BOA review is scheduled for July 24. <br /> E. FEMA floodplain boundaries roughly parallel the field surveyed wetland boundaries. On <br /> April 17, 1997,the Zoning Division granted a flood zone permit for filling and grading in this <br /> floodplain area. <br /> F. DNR approved the recommendations of a stormwater plan and other erosion control <br /> measures within a submitted erosion control plan. Dane County also approved an erosion <br /> control plan on June 20, 1997. <br /> G. Section 11.10 of the Dane County Shoreland and Floodplain Management Ordinance <br /> indicates that a wetland shall not be rezoned if the proposed rezoning may result in significant <br /> adverse impacts on the following italicized features: (Staff comments follow.) <br /> 1. Storm and floodwater maintenance capacity. Mead and Hunt completed a stormwater <br /> study which provides for detention basins south of the wetland area so that off-site <br /> stormwater impacts will not increase as a result of this project. The mitigated floodplain <br /> to the west should also assist with stormwater capacity. DNR approved implementation <br /> of this stormwater study. <br /> 2. Maintenance of dry season stream flow, the discharge of groundwater to a wetland the <br /> recharge of groundwater from a wetland to another area or the flow of groundwater <br /> through a wetland The project will remove a somewhat degraded wetland, and enhance <br /> the functionality of the adjacent mitigated area.
