• <br /> May 7, 1997 <br /> Mr. James Gregorius <br /> County of Dane Zoning Administrator <br /> Rm. 116; City County Building <br /> 210 Martin Luther King,Jr.Blvd. <br /> Madison, WI 53753709 <br /> Dear Mr. Gregorius, <br /> re: Property at 3380 Rutland Dunn Townline Road, Stoughton, WI 53589 <br /> (landlord: Lisa S.Nelson,Attorney-at-Law,Nelson Law Offices at the above address) <br /> The letter is pursuant to our telephone conversation of May 2, 1997. <br /> I wanted to reiterate my concern regarding the property at 3380 Rutland Dunn Townline Road. <br /> As I indicated,myself,my friend,Dave Helgesen(since deceased),and my daughter(now residing in <br /> California)began renting the upper level of the house designated as 3380A on June 2, 1992. Between that <br /> time,and the beginning of August, 1992,the exposed basement was converted into another apartment. <br /> This unit was occupied by Scott and Jill Converse until September 1, 1995. Since that time,Dennis and <br /> Connie Jackson have been residing there with their two children. <br /> In December of 1996,a concern was raised about the amount of propane gas used to heat the unit. The <br /> only thermostat for the building was in my apartment, and had been set on a time for more than three years. <br /> I was accused of wasting heat,and a lock box was installed around the thermostat at that time. (My utilities <br /> are included in my rent). Since,my apartment has been uncomfortable cool with inconsistent heat levels <br /> since that time. Part of the problem exists because there is only one electrical circuit into the unit,the <br /> propane gas tank is used to supply the furnace,hot water heater, dryers, and stoves for both units. I was <br /> advised to contact the building inspector for the Town of Dunn, and I spoke with Denis Dennis on a couple <br /> of occasions. <br /> In conversation with Mr.Dennis,he advised me that the property at this address is not zoned for multiple <br /> family dwelling,but if it were,the basement apartment probably would not comply with multiple unit <br /> code. (It lacks a second method of egress, and one of the rooms utilized as a bedroom has no window). He <br /> also indicated that the building that I reside was built on a variance granted because the handicapped son <br /> (of the original owner,the mother of the current landlord)was to reside in it. To my knowledge,the son <br /> (David Richard Nelson)has never resided in the property and at no time since 6/92. <br /> Thank you for the information you provided to me on Friday.
