COMPOSITE REPORT- Page 3 Application No. CUP 1452 <br /> 4. That adequate utilities, access roads, drainage, and other necessary site <br /> improvements will be made. The existing unpainted parking lot may not provide for <br /> adequate circulation or the most efficient parking layout. Staff suggest that parking <br /> stall lines be painted in the existing paved area. The proposed parking layout on the <br /> site plan shows what appears to be an appropriate layout and number of stalls. <br /> Before painting occurs, the applicant or agent should submit to the Zoning Division <br /> a dimensioned parking plan with meets parking stall size and circulation standards. <br /> The applicant indicates that a sanitary permit has been received to connect the <br /> proposed classroom to the existing on-site system. Evidence of a sanitary permit <br /> must be shown when the applicant applies for a zoning permit for that structure. <br /> 5. That adequate measures are being taken to provide ingress and egress to minimize <br /> traffic congestion. The existing access point is probably sufficient for the number of <br /> anticipated vehicle trips to the property. <br /> 6. That the conditional use shall conform to all applicable regulations. The School <br /> will be required to receive a zoning permit for the portable classroom plus any <br /> structural alterations planned within the existing school building. The A-2 district <br /> also requires a side yard setback of 10 feet from zoning lot lines. It is unclear from <br /> the site plan whether the classroom building meets this requirement. The land on <br /> which the ballfield is located is zoned RE-l. The School will have to demonstrate <br /> that this setback will be achieved before Zoning staff will issue a zoning permit. The <br /> School should also consult with Zoning staff on any necessary sign permits. <br /> F. The Town of Springfield Board recommended approval of the CUP request at its August <br /> 19 meeting. The specific conditions of town approval were not available at the time of <br /> writing. However, one recommended condition was generally that the classroom <br /> building be removed within six months from the end of occupancy of the property. <br /> III. SUMMARY <br /> A. The proposed private school is consistent with the historic use of the property and the <br /> character of the surrounding area. As long as minor site issues are addressed and <br /> appropriate permits received, staff believes that this proposal meets the CUP standards. <br /> B. If the Committee wishes to approve this request, it may wish to consider the following <br /> conditions of approval: <br /> 1. The site shall be developed according to the site plan titttcd-8/1 7?, although the <br /> exact location of the "new relocatable classroom" may vary slightly pending final <br /> determination of zoning lot boundaries. <br /> 2. Before September 30, 1997, the applicant or agent shall paint par all stripes on <br /> the existing parking lot in a manner genera consistent with the site pan tinted. <br /> 8/44,495a. Before painting the stripes, the applicant or agent shall submit and have <br /> approved by the Zoning Division a detailed parking plan showing dimensions of all <br /> parking stalls and drive aisles. <br /> 3. The applicant shall apply for and receive all necessary zoning permits for the "new <br /> relocatable classroom" and any structural alterations to the existing school building, <br /> and any necessary sign permits for existing or proposed signage. <br /> 4. School enrollment shall not exceed 75 children. <br /> 5. All recommended Town of Springfield conditions. <br />
