SEF'-.50-1996 1109 DANE COUNTY RPC 603 266 9117 P.02 <br /> Resolution RPC No. 782 <br /> AMENDING THE DANE COUNTY REGIONAL DEVELOPMENT GUIDE, <br /> FARMLAND PRESERVATION PLAN, AND WATER QUALITY PLAN BY <br /> REVISING THE TOWN OF WESTPORT PORTION OF TAR <br /> CENTRAL URBAN SERVICE AREA BOUNDARY AND ENVIRONMENTAL CORRIDORS <br /> WHEREAS, the Dane County Regional Planning Commission has adopted, amended and <br /> reaffirmed a Regional Development Guide, Farmland Preservation Plan, and Water Quality Plan; and <br /> WHEREAS, said plans delineate urban service areas as amended; and <br /> WHEREAS, the Town of Westport has requested.an addition to the Central Urban Service <br /> Area (CUSA) and Environmental Corridors, and has submitted the Request to Amend the Central <br /> Urban Service Area, as a basis for that request; and • <br /> WHEREAS, the Town of Westport has amended their Town Land Use Plan for this same <br /> area from part commercial and light industrial and part multifamily residential to all commercial and <br /> light industrial (Res. 95-67); and <br /> WHEREAS, a staff analysis of the proposed amendment has been prepared, which indicates <br /> that the-amendment is generally consistent with adopted regional plans and policies, and with criteria <br /> for urban service area expansions, based on the land uses'outlined in the Town's proposal, and on the <br /> Town pursuing the following recommendations: I) developing and implementing a stormwater <br /> management plan prior to development to control runoff and limit water quality impacts of <br /> development; 2) delineating and adopting additional environmental corridors to include stormwater <br /> management facilities needed to implement the stormwater management plan for Lots 1, 2 and 3; <br /> 3) providing sufficient water storage for fire-fighting purposes; 4) assuming responsibility for <br /> continuing maintenance of on-site stormwater management practices or requiring the site developers/ <br /> landowners to post a maintenance/operations performance bond or irrevocable letter of credit; <br /> 5) monitoring traffic generation as more detailed area land use plans are developed; 6) conducting an <br /> archeological survey of the site prior to development; and 7) continuing to pursue the provision of <br /> higher or urban levels of police protection. <br /> NOW, THEREFORE, BE IT RESOLVED that in accordance with §66.945(9), Wis. Stats., <br /> and Sec. 208 of Public Law 92-500, the Dane County Regional Planning Commission amends the <br /> Dane County Regional Development Guide, the Farmland Preservation Plan, and the Water Quality <br /> Plan by revising the Central Urban Service Area boundaiy and Environmental Corridors in the Town <br /> of Westport (Area 5), as shown on the attached map, subject to the Town developing and <br /> implementing a stormwater management plan prior to development to control runoff and limit water <br /> quality impacts of development. <br /> • •• <br /> August 8, 1996 �.vfL��.�,;4 I��.A5�/ <br /> Date Adopted `" "'� Salki i!
