. 4 <br /> COMPOSITE REPORT - Page 2 APPLICATION NO. 6483 <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> Petition 6483. This facility, known as the Yahara Center, was originally built as a religious center in <br /> the Town of Westport. It was rezoned to B-1 in 1993 to accommodate a business college because the <br /> impacts were similar to the previous uses. Because the B-1 District permitted many other commercial <br /> uses, the site was conditionally rezoned with the following restrictions: <br /> A. Use of the property shall be limited to the following: <br /> 1. A business college facility. <br /> 2. The college may permit public use of their library. <br /> 3. The college may provide office space for the Adult Christian Education Foundation. <br /> 4. Residential use shall be limited to students,faculty and resident caretaker of the <br /> business college. <br /> Now the request is to remove these restrictions. However, the B-1 Local Business District permits <br /> many commercial uses which would be incompatible in this residential area. <br /> Uses such as retail sales, storage of retail items, clinics, banks, recreation facilities, private clubs, <br /> theaters, and auditoriums would conflict with the residential neighborhood and potentially generate <br /> large volumes of traffic on River Road. <br /> Thus, it appears there needs to be some restriction on the B-1 zoning, rather than no restrictions at all. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> None. <br /> DANE COUNTY HIGHWAY <br /> None. <br /> OTHER <br /> None. <br />
