• /r <br /> COMPOSITE REPORT - Page 2 APPLICATION NO. 6500 <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> Petition 6500. This proposed commercial zoning to permit a manufacturing business raises policy <br /> questions, since it is in an agricultural preservation area of the Town of Westport. <br /> The following policy from the town/county plan applies in this area of the town: <br /> 9. Agricultural businesses and home occupations compatible with agriculture may be <br /> permitted to rezone in the Agricultural Preservation District if the following criteria <br /> are met: <br /> a. A rural location is required to serve farmers; <br /> b. Close proximity to a rural resource is required; <br /> c. Discourage use of prime agricultural land as defined by the USDA Soil Productivity <br /> Classification map in Chapter II titled Background Report; <br /> d. The site is suitable for an on-site wastewater treatment absorption system; <br /> e. If commercial rezoning is requested, such use will include appropriate conditions to <br /> prevent other unacceptable commercial uses of the site in the future. <br /> Comments related to the policy: <br /> a This is a rural location in a large building adjacent to other farm buildings on a farm. The <br /> manufacturing activity involves a fruit juice dispensing machine, which does not appear to be <br /> closely related to farming in the area <br /> b. There does not appear to be a rural resource involved. <br /> c. Since the building is existing,there is no further impact on farmland. <br /> d. The soils appear generally suitable for an on-site wastewater treatment system. <br /> e. If this use can be rationalized at this location,the site should be conditionally rezoned for this <br /> specific use, since most other C-1 Commercial uses would be incompatible and inconsistent with <br /> plans at this location. <br /> ENVIRONMENTAL HEALTH (septic, etc.). <br /> There is no information in our records pertaining to the existing private sewage system on this <br /> premises. A thorough review of any existing system would be required before it could be used for the <br /> proposed business. <br /> DANE COUNTY HIGHWAY <br /> None. <br /> OTHER <br /> None. <br />
