COMPOSITE REPORT - Page 2 APPLICATION NO. 6508 <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> Petition 6508. This proposed three-parcel land division raises policy concerns related to the adopted <br /> town/county policies in the Town of Oregon. The following are the applicable policies in this <br /> agricultural preservation area: <br /> 15. In addition to the requirements listed in#14 above,petitions for rezoning lands in <br /> the Agricultural Preservation Category from A-1 Exclusive to other zoning districts <br /> shall only be considered for approval by the Town if all of the following criteria are <br /> met: <br /> a) The activity allowed by the proposed rezone will not convert land that has been <br /> devoted primarily to agricultural use. <br /> b) The activity allowed by the proposed rezone will not limit the surrounding land's <br /> potential for agricultural use. <br /> c) The activity allowed by the proposed rezone will not conflict with agricultural <br /> operations on the remaining parcel subject to a farmland preservation agreement. <br /> • d) The activity allowed by the proposed rezone will not conflict with agricultural <br /> operations on other properties. <br /> 16. In no circumstances shall development in the Agricultural Preservation Category <br /> exceed a density of one dwelling unit per 35 acres of contiguous land owned. <br /> Comments related to policies: <br /> a. The proposed A-2(2)parcel has an existing house. However,the balance of the parcel north of <br /> CTH A proposed to be A-2(4)is currently a hay field. There are farm buildings immediately <br /> south of CTH A with soils which appear to be more productive than those north of the highway. <br /> b. There are other non-farm houses on the lots to the north and east. <br /> c. It is unclear what is intended with the A-2 parcel south of the highway. This parcel appears to be <br /> reducing the amount of farmland remaining in farming. <br /> d. There appears to be sufficient space on the proposed parcels north of the highway to allow two <br /> homes with minimal conflict. <br /> 16. According to the application,the applicant has 77 acres. With one existing house proposed to be <br /> divided off, one additional residential parcel would be consistent with one dwelling unit per 35 <br /> acres. However,the creation of a third residential parcel appears to conflict with the adopted <br /> policy. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> None. <br /> DANE COUNTY HIGHWAY <br /> CTH"A"is not a controlled access highway,however, any changes to existing accesses or new <br /> accesses require approval of the area maintenance supervisor. Hillcrest Road should be utilized for <br /> new points of access. <br /> OTHER <br /> None. <br />
