The well happened to be artesian, in order to regulate the pressure of the water, a release pipe is <br /> required which constantly discharges groundwater. That discharge pipe is in the crib structure, its not <br /> spring water (its groundwater from 100+ feet below ground). The owner is currently taking down the <br /> existing house and building a new house. The City of Madison, recently ran sewer and water to this <br /> neighborhood and they intend to tap into the City services. The existing well will be abandoned and <br /> capped, after that there will no longer be groundwater discharging into the crib structure and it will dry <br /> out. They intend to fill in the structure as it is a safety and health hazard. <br /> I also spoke with the owner yesterday, and he indicated that before the riprap was installed (10-20 years <br /> ago) that there was natural ground and vegetation present between the crib structure and the lake <br /> shore. When they installed the riprap, it was placed to the edge of the crib.
