• <br /> COMPOSITE REPORT - Page 2 APPLICATION NO. 6514 <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> Petition 6514. This proposed machinery repair business raises use compatibility concerns in the Town <br /> of Rutland. <br /> The adopted town/county policy for this location is: <br /> 2. To consider agricultural related commercial uses only:If a rural location is <br /> required to serve farmers, and if it must be in proximity to a resource; if no prime <br /> agricultural land is used; and if wastewater can be adequately handled by a soil <br /> absorption system. <br /> Comment:Many such uses would be zoned A B Agribusiness; however, some require other <br /> commercial zoning. In those cases, specific conditions on the rezoning will be required to <br /> limit the use allowed. <br /> Comments related to the policy: <br /> • This is a rural location;however, it is adjacent to a rural residential subdivision which could lead <br /> to use conflicts. <br /> • There is no resource involved. <br /> • A house and large garage exist on the site. Therefore, agricultural land is not an issue. <br /> • There is an existing system on-site. <br /> Due to the proximity to the residential neighbors,there probably should be some conditions if a <br /> rezoning is granted. Such conditions should address: <br /> - Use limited to farm machinery repair, since many other A-B uses would be incompatible <br /> with the residential uses. <br /> - There need to be specific limits on outdoor storage and/or screening due to the proximity to <br /> residential neighbors. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> Consideration should be given to the proposal for collection, storage and disposal of petroleum based <br /> wastes that are associated with this type of operation. This process should comply with the <br /> Department of Natural Resources industrial waste regulation. <br /> DANE COUNTY HIGHWAY <br /> CTH"A"is not a controlled access highway,however any changes to existing accesses or new <br /> accesses require approval of the area maintenance supervisor. If possible, a joint access driveway or an <br /> easement should be utilized to minimize accesses onto CTH"A". <br /> OTHER <br /> None. <br />
