A copy of a memorandum dated January 12, 1996 from the <br /> School District's contractor regarding the floodplain matter is <br /> attached as Exhibit E. <br /> The School District is certain that additional changes <br /> and modifications will be necessary at the School Site as the <br /> needs of the students in the District change over time. <br /> Absolute control by the Town Board on a perpetual basis is <br /> simply unworkable and circumvents the proper role of the School <br /> Board. The needless delays in approving the special education <br /> facility have already caused a tragic denial of essential <br /> services to many "at risk" children in the School District. The <br /> C.U.P. modification requested herein is necessary to prevent any <br /> further unfortunate incidents whereby important school functions <br /> are held hostage by local politics. <br /> Please keep in mind that administration of the School <br /> District is already subject to oversight by the local School <br /> Board, and that any proposed changes to the School Site will <br /> also require approval by the County's Land Regulation <br /> Department.
