Petition # 6577 <br /> REASON FOR RE-ZONE REQUEST <br /> March 5th,1996 <br /> T his property has been pending for nearly six years.The Township Farmland Preservation <br /> plan of 1979 had begrm to he updated in 1989 and was finalized in July of 1993 . <br /> The Village ofI)eertie!d Master Plan was updated in September of 1992. <br /> 'f'his property lies within the extra-territorial jurisdiction of the Village of Deerfield <br /> and given the physical geography of the area and the importance placed by the Village on <br /> securing a secondary street access for the commtmity from 11.S. Hwy 12 & 18 these lands <br /> are clearly defined in both Town and Village Plans as being appropriate for residential <br /> developement and part of!he long term urban'-owth pattern for the area. <br /> The State of Wiscensm began planning the re-construction of U.S. 128c18 in 1988 <br /> and after long series of meetings and re-designs for the roadway they have finalized the <br /> location and elevations and have begun the "right-of-way " appraisal and aquisition <br /> process with affected landowners in the area inlate 1995. <br /> farts property is where the second access to the Village of Deerfield is defined. <br /> There are no public tirnds to construct any streets nor purchase land for roads <br /> The present property owners are willing to provide such a access point and <br /> roadway at this time. in order to pay for this public improvement the property owners are <br /> proposing to develope a residential subdivision on the 65 acres requested herein. <br /> It should be noted that there are no rural subdivisions available for ordinary <br /> citizens to build a home in the Town of Deerfield at this time . There are less than a <br /> handful' of residential sized building sites for the public to select from . The effects are <br /> severe market distortions with associated wasteful land divisions and related mis- <br /> allocation of resources by persons seeking to fulfill their housing needs . <br /> It is the belief of the petitioner that by working with the Village to achieve the long <br /> term public plan goals and fit into future municipal design all parties will benefit. <br /> Significant public works costs can be avoided at the same time along with reducing <br /> much of the pressure on scattered parcel developement on the Township <br /> lands and agricultural operations base. <br /> Excerpts from the Village and Town Plans and the D.O.T. are attached hereto for <br /> your consideration in this matter. <br /> Thank you. <br /> Sincerely; /./04 <br /> Walter J.
