COMPOSITE REPORT - Page 2 APPLICATION NO. 6580 <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> Petition 6580. This proposed residential rezoning in an agricultural preservation area of the Town of <br /> Pleasant Springs raises some policy concerns. <br /> The adopted town/county policy for this area is: <br /> 1. To limit non farm residences to those areas with soils not classified as prime farmland <br /> or of statewide importance and those areas not shown as having severe or very severe <br /> limitations for septic tanks (as shown on soil maps). <br /> The following criteria must all be met: <br /> • The density is limited to one residence per 35 acres offarm owned as of June 6, 1978. <br /> (This is the date when Exclusive Agricultural zoning was enacted in Pleasant Springs.) <br /> • The minimum parcel size is 2 acres. <br /> • Roads or driveways should avoid crossing agricultural land to reach non farm <br /> development. <br /> 1. The application indicates that 25%of this site is considered prime farmland by USDA definition. <br /> 2. This parcel is from a larger farm parcel to the north. Therefore, density does not appear to be an <br /> issue. <br /> 3. The site is large enough at 29.7 acres. <br /> 4. The site does not have a direct access to a public road. An easement is proposed for access,which <br /> parallels Church Street and I-90. Portions of this easement pass through agricultural lands. <br /> 5. We note that the policy requires that all of the criteria must be met. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> None. <br /> DANE COUNTY HIGHWAY <br /> None. <br /> OTHER <br /> None. <br />
