Southeast Area: USA <br /> This Town planning area has the potential to develop the slowest due to <br /> the difficulty associated with the extension of public infrastructure. As <br /> such, the area will remain much as it is now until utilities can be extended <br /> into the area. The area will be developed as envisioned in the Madison <br /> and Sun Prairie peripheral area plans. All non-residential uses shall be <br /> conducive to an orderly transition from a rural to urban community. For <br /> example no new quarry or factory farm will be permitted in this area. <br /> • Park/Open Space/Environmental Corridor. The area of <br /> environmental importance are the Starkweather Creek drainage <br /> corridor. The area of recreational important is the railroad corridor <br /> due to its potential bike/walking trail corridor possibilities. <br /> • Urban-Residential Development. Single Family residential <br /> development, condos, townhouses, and 2-3 bedroom apartments <br /> are permitted. Heavy . and light industry, <br /> commercial/office/business parks are prohibited. Limited amount <br /> of neighborhood service commercial is permitted. The more dense <br /> development should occur along the rail corridor for easy <br /> pedestrian transit to Burke Station. <br /> • Home occupations engaging home residents are permitted. <br /> • Forecast. Development should start on the southern and western <br /> edges in the year 2010 and generally move eastward with <br /> consecutive developments assuming they are willing land owners <br /> and de 'elopers. Development may not be completed until 2032 or <br /> later. <br /> • Rural Residential Development. Large lot, low-density single <br /> family residential development in a small area on the eastern edge <br /> of the neighborhood. <br /> • Neighborhood Center. The Town Community Park, Community <br /> Center, and Town Hall will be transitioned into a Neighborhood <br /> Center. <br /> • Phase II USA (10-30 years plus). Expansion of the Urban Service <br /> Area on Map 4. <br /> • Commuter Rail. The Canadian Pacific Railroad line has potential <br /> as a commuter rail line. The area around Burke Station should be <br /> reserved for dense development and pedestrian access to Burke <br /> Station. <br />
