March 7, 1996, the Windsor Town. Board voted unanimously to <br /> recommend denial of both of these petitions. <br /> This action confirmed the Plan Commission recommendation and the findings that the <br /> proposed site was not suitable as a location for a gasoline station due to high ground water <br /> levels and the proximity of a small wetland area.
