COMPOSITE REPORT - Page 2 APPLICATION NO. 6562/CUP 1326 <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> Petition 6562/CUP 1326. This proposed mail order gun business and car painting business is in an <br /> agricultural area,next to the Albion Development District in the Town of Albion. <br /> The following are the relevant adopted town/county policies: <br /> 2. Commercial and Manufacturing <br /> a. Major commercial and industrial development should locate in or adjacent to <br /> existing urbanized areas (see Albion Development District on Plan Map). <br /> Commercial and industria development may occur elsewhere, with Town <br /> Planning committee approval, if it meets any of the following criteria: <br /> 1) Provides a rural service which must be near its market. <br /> 2) Is a rural industry which must be near raw materials and does not produce <br /> significant wastes. <br /> 3) Does not conflict with Policy 2c. below. <br /> b. To prevent strip commercial development along roadways. <br /> c. To discourage isolated commercial or industrial development in agricultural <br /> areas where it may result in environmental degradation, conflict with farming <br /> or adversely affect the rural character of the Town. <br /> Comments related to policies: <br /> - A limited family business is not a major commercial development <br /> - The site is adjacent to the Albion Development District;however, adjacent uses are <br /> residential,not commercial <br /> - In terms of the specific criteria: <br /> 1) Neither the gun or painting businesses are necessarily rural in nature <br /> 2) These are not rural industries and there needs to be safeguards for the environment <br /> if the painting business is approved. <br /> 3) This does appear to be an isolated commercial development, which the policy <br /> discourages. <br /> If the CUP is approved,there need to be specific limits to allow for no retail sales,protect the air, <br /> ground and water from any environmental degradation, and limit the number of vehicles which can be <br /> kept on-site. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> None. <br /> DANE COUNTY HIGHWAY <br /> None. <br /> OTHER <br /> None. <br />
