COMPOSITE REPORT - Page 2 APPLICATION NO. 6568 <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> Petition 6568. This proposed golf course and clubhouse raise many policy questions since they are in <br /> both an agricultural preservation district and resource protection area of the Town of Rutland. The <br /> relevant policy for this proposal is: <br /> "10.To carefully review any proposed commercial recreation activity. This recognizes that <br /> there may be requests for land extensive activities in agricultural areas for uses <br /> such as golf courses, campgrounds,horse boarding stables,horse riding stables <br /> (rental of horses) and other such uses requiring rezoning and/or conditional use <br /> permits. <br /> Applicants will be required to submit a site plan of their proposal <br /> (please reference site plan requirements listed on pg. 18)as well as a <br /> written report addressing the concerns noted below. <br /> Such uses may be allowed if limited to: <br /> a. Those areas having less productive farmland. <br /> b. Those areas with minimal impact on farming operations. <br /> c. Those uses with minimal construction development,thus allowing future re- <br /> use as farmland. <br /> d. Those uses and locations having a minimal effect on existing nearby uses. <br /> e. Locations which have direct access to state or county highways. If town <br /> roads are involved,the applicant must demonstrate minimal impact to <br /> neighbors. If the town road requires improvements,the applicant will be <br /> asked to pay for their share of such improvements. <br /> f. A size of area and magnitude of operation which protects the rural <br /> atmosphere and scenic beauty of the town. <br /> g. Service facilities appropriate to the proposed use and to rural location. <br /> To date the applicant has submitted a brief letter indicating the desire for rezoning to accommodate the <br /> golf course and club house, rezoning approximately 40 acres of wetland to a non-wetland status and a <br /> notation on the difficulty of farming parts of the site. <br /> Until a site plan and a written report which addresses concerns listed in the adopted town/county plan <br /> are submitted and reviewed, it would be premature to take any action on this zoning proposal. <br /> ENVIRONMENTAL HEALTH (septic. etc.) <br /> None. <br /> DANE COUNTY HIGHWAY <br /> None. <br /> OTHER <br /> None. <br />
