COMPOSITE REPORT - Page 2 APPLICATION NO. 6585/1330 <br /> STAFF COMMENTS <br /> REGIONAL PLANNING <br /> Petition 6585 —CUP 1330. This proposed firearms sales and service—a limited family business—is <br /> in an agricultural preservation area of the Town of Pleasant Springs. The relevant policy for this area is: <br /> Non-agriculture commercial uses will be considered if they are limited to small businesses <br /> which do not require use of prime agricultural land. <br /> a. Proposals using town roads for access will be limited to small contractors, vehicle <br /> storage, and limited outdoor storage with the following conditions: <br /> • Minimal or no conflict with neighbors. <br /> • Septic tank system limited to size for one-bedroom house. <br /> • Service offered is one generally needed in the town. <br /> • Minimal land area necessary for the use to be rezoned. <br /> • Trucks and equipment will be limited to a total of six units. <br /> • Weight limit will be 20 tons per vehicle. <br /> Comments: <br /> The 9-acre site was rezoned to RH-3 several years ago;therefore, agricultural preservation as such is <br /> not a policy consideration. <br /> There are houses adjacent to the north. There are larger residential developments 1/4 mile to the north <br /> and 1/4 mile to the south. <br /> Williams Drive is a major roadway connection between Stoughton(south) and Lake Kegonsa State <br /> Park(north). A business at this location could generate significant additional traffic. <br /> There is an existing residence with an on-site sewer system. <br /> Firearms sales and service "need"is difficult to determine. <br /> If the site is to be rezoned,the A-2(8) does not allow additional development. The conditional use <br /> permit is needed to permit the business. The permit could be limited to a specific building with specific <br /> limits on the volume of business. <br /> Trucks do not appear to be an issue, although there may need to be a parking area specified. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> None. <br /> DANE COUNTY HIGHWAY <br /> None. <br /> OTHER <br /> None. <br />
