PETITION <br /> To the Windsor Town Board of Supervisors and the Dane County Zoning Committee <br /> We, the undersigned, oppose County rezoning petition#6590. The land includes approxi- <br /> mately 5.5 acres located in the Town of Windsor, Section 32, south of 6562 County <br /> Highway CV. The proposed change is from Cl Commercial to R4 Residential for 2 new <br /> 16 unit apartment buildings. <br /> We state and believe that: <br /> 1. The traffic on CTH CV is already a problem. Home owners in the vicinity have <br /> problems getting out of their driveways during peak times and have had near colli- <br /> sions slowing to get into them. The addition of 50-64 vehicles, with only one <br /> access creates a danger for everyone. <br /> 2. Windsor Elementary School is already over capacity and will add more students be- <br /> cause of the development of the Bull Run Subdivision(in the Lake Windsor area). <br /> It is irresponsible to allow 32 more living units at this time. <br /> 3. It may be in the best interest of Windsor, and the residents, to keep the Cl Zoning <br /> for tax base purposes. It could be used to compliment the existing adjacent shop- <br /> ping area and neighborhood businesses. <br /> 4. The area created a Lake District seven years ago to restore and protect Lake Wind- <br /> sor (located across CTH CV from a large portion of the property to be rezoned). <br /> Their protective holding pond is located on this property. This whole area is part <br /> of the Mendota Priority Watershed. The property drains into the pond and Lake. <br /> Currently grassland, the proposed amount of impervious surface will have a major <br /> impact on the quantity and perhaps the quality of the water. There should be some <br /> assurance or plan to preserve this sensitive area before allowing a rezoning. <br /> 5. There are numerous residential property owners who are very concerned about <br /> adding another large, absentee landord property to this area. There is documen- <br /> ted proof of violations, poor maintenance and the like.
