COMPOSITE REPORT - Page 2 APPLICATION NO. CUP 1332 <br /> • STAFF COMMENTS <br /> REGIONAL PLANNING <br /> CUP 1332. This proposed expansion of a mineral extraction site is in an agricultural preservation area <br /> of the Town of Cross Plains. The adopted town/county policy is: <br /> "Mineral Extraction operations may be permitted through rezoning provided that they meet <br /> all the policies and standards of the town with regard to road usage and are compatible with <br /> the surrounding use of land" <br /> Comments: <br /> - There is an existing limestone quarry in the northern portion of the area proposed for the <br /> CUP. <br /> - Access is on CTH KP;therefore, use of town roads is not an immediate issue. <br /> - The site is primarily wooded hills,which has not been farmed. <br /> A site plan and topographic reclamation plan is required by Chapter 10 -Zoning of the Dane County <br /> Code of Ordinances. <br /> - The small-scale sketch submitted shows proposed phasing in 10-year increments and proposed <br /> locations for black dirt stockpiles. <br /> To provide a review consistent with other such applications,this application should include a written <br /> description of the proposed operation and a topographic reclamation plan. The written description <br /> should address: <br /> - reclamation after completion by phase. <br /> - protection for existing houses in the area. <br /> - magnitude and frequency of blasting. <br /> - hours of operation. <br /> - haul routes for trucks and equipment. Off-site town roads and possibly village streets may need <br /> to be addressed. <br /> - steps to protect groundwater. <br /> - steps or plan to control erosion. (The current sketch submitted indicates stockpiles on steep <br /> slopes.)This site is within the Black Earth Creek watershed. <br /> - since this is a wooded hill in the Black Earth Creek valley,the plan should address the potential <br /> visual effects. The current quarry is not visible from the road. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> None. <br /> DANE COUNTY HIGHWAY <br /> None. <br /> OTHER <br /> None. <br />
