• <br /> COMPOSITE REPORT-Page 3 Application No.6629 <br /> E. Rezoning to C-2 allows for expansion of the processing plant. The <br /> Ordinance lists "Slaughterhouse,meat processing plants" (L) as a <br /> permitted use in C-2, and buildings can cover up to 60% of the lot area. <br /> F. RPC staff have reviewed the proposed rezoning against town and county <br /> plan policies(see attachment). In general, the town plan recommends <br /> zoning only the portion of land necessary for the immediate use, and to <br /> direct commercial development to areas already zoned commercial. RPC <br /> staff suggest that a site plan be required to indicate existing and proposed <br /> residential and commercial uses. The site plan should be sensitive to village <br /> plans, before any additional zoning is granted. <br /> G. The Town Board on July 3rd approved (3-0)the proposed rezoning with a <br /> restriction: to move the lot line dividing the new C-2 and R-1A 377 feet to <br /> the north, thereby reducing the size of the C-2 portion of the subject <br /> property from its requested 1.45 acres size. <br /> H. The Village of Marshall on July 9th recommended denial (7-0) of the <br /> proposed rezoning in the basis that the density is already too high in that <br /> property, and that further development should occur within village limits. <br /> III SUMMARY <br /> A. The main issue surrounding this proposed rezoning appears to be the <br /> potential for expansion of the dead livestock processing facility under C-2 <br /> zoning. <br /> B. The Towns proposed reduction in size of the new C-2 to allow just the <br /> building of the truck shelter seems a reasonable alternative. Ideally, the <br /> north part of the property should contain the residences of the workers and <br /> the south part, with access to highway 19, the facilities of the business. <br />
