This proposed pottery workshop is in an agricultural preservation area of the Town of <br /> Christiana. The relevant town/county policy is: <br /> Commercial and Manufacturing Areas are not specifically mapped, but will be determined <br /> by these policies: • <br /> a. To prohibit strip development. <br /> b. To allow some home businesses which will be reviewed on the basis of their present and <br /> probably future impact on surrounding land uses. In considering rezoning for such uses, <br /> conditions should be attached that assure: <br /> - proper business access. <br /> - visual compatibility with surrounding area. <br /> - restrictions on expansion or re-use. <br /> To rezone only the minimum area needed and use the least intensive zoning district possible. <br /> To limit the rezoning only for the original applicant. <br /> Comments related to the adopted policy: <br /> a This site is at the end of a gravel road, with a house to the north and a house to the west at the <br /> intersection with CTH B. Thus, strip development is not an issue. <br /> b. A pottery workshop could be considered a limited family business, as presented in the application; <br /> however, the request is for C-1 Commercial zoning, which permits many incompatible commercial <br /> and industrial uses. <br /> - The access to CTH B is over a narrow gravel road,not intended for a business access. <br /> - The site is in a wooded area and would be primarily visible to the house to the north. <br /> - There need to be specific conditions if this site is zoned C-1, since a simple pottery <br /> workshop could be compatible. However,the C-1 zoning district would allow <br /> manufacture and sales of many products unrelated to pottery. <br /> In this quiet rural location,there also needs to be limits to preclude future expansion similar to <br /> the provisions for a limited family business. <br /> - If a pottery workshop is approved, a one-acre site appears reasonable. <br /> - If any rezoning is approved,there need to be specific limits, since the C-1 district allows <br /> some of the most intensive commercial and industrial uses,not the least intensive as stated <br /> in the policy. <br /> - It may be more appropriate to place limits on the use,rather than the owner. <br /> ENVIRONMENTAL HEALTH (septic, etc.) <br /> None. <br /> DANE COUNTY HIGHWAY <br /> None. <br /> OTHER <br /> None. <br />
