(ref. to handouts: mtg notices) <br /> Discussion specifically of boarding and exercise of up to 8 boarded polo ponies plus 4 of <br /> own; purpose was stated as "training horses for polo." <br /> Town approved(as above)(ref.to handouts:minutes) <br /> Letter from Clerk is first use of"horse ridine/boarding and exercise" facility. <br /> Q: is County application for one "horse boarding and riding stable" or multiple? (note: <br /> plural on appl.) <br /> Riding, as a use, was never mentioned, nor discussed, in the town's process. <br /> There is a significant difference between "boarding and training polo ponies" and <br /> operating a riding stable(s). <br /> Conflicts with Dane County Ordinances Ch.10.123(3)(a)1 <br /> A. The statement of purposes of the zoning ordinance and the A-1 District. <br /> Preserve productive ag land. A member of the Blue Mounds Planning Commission <br /> who personally farmed this field stated at Feb. 20 Planning Commission meeting <br /> that it was "an excellent field" <br /> C. The need of the proposed use for a location in an agricultural area. <br /> Boarding polo ponies is not an ag use and does not need to be located in an ag area. <br /> D. The availability of alternative locations. <br /> Applicant owns a farm in Brigham Township (Iowa Co.) on Hwy ID which would <br /> have much more convenient access. <br /> E. Compatibility with existing or permitted use on adjacent lands. <br /> Location of this facility at one end of parcel which has another horse barn/paddock <br /> owned by same family at other end of parcel is causing great increase in traffic on <br /> Kestrel Lane, which was never designed as a thru road, raising serious concerns re: <br /> noise, dust, safety, privacy. Several neighbors on Barber Road are concerned about <br /> the traffic increase and safety issues on Barber Rd. Currently, six private residences <br /> access Barber Rd. at five points within .4 mile. <br /> F. The productivity of the lands involved. <br /> Dane Co. Soil Survey, table 2, page 88, shows: "predicted average yields per acre of <br /> principal crops under improved management"for this soil as 4.5 tons/acre of dry <br /> matter of alfalfa/bromegrass hay. This is well above the current state average yield <br /> for this crop which is about 3 tons/acre. <br /> G.The location of the proposed use so as to reduce to a minimum the amount of productive <br /> agricultural land converted. <br /> Planning Commission recommended a site on W side of Kestrel Lane with opinion <br /> that it is less productive ag land <br /> I. The availability of adequate public services and the ability of affected local units of <br /> government to provide them without an unreasonable burden. <br /> A commercial activity which needs conditional use permit in ag zoning, but which <br /> will continue to be taxed as ag land use, creates a tax break for someone estimating <br /> $3000/acre net income from this acreage, and an additional tax burden for true <br /> farmers and other residents of the town and the county. <br /> J. The effect of the proposed use on water or air pollution, soil erosion and rare or <br /> irreplaceable natural resources. <br /> Depending on whether straw or woodchipsI shavings is used for bedding, could be a <br /> significant environmental concern according to DNR. Concerns remain about <br /> concentrated manure uphill of residential water source. <br /> Conflicts with Dane County Ordinances Ch.10.255(2)(h)j <br /> 1.
