COMPOSITE REPORT-Page 2 Application No.6655/CUP 1348 <br /> STAFF COMMENTS <br /> BACKGROUND <br /> A. This is an existing shooting range in the Town of Vienna covering 24.14 <br /> acres, surrounded by agricultural lands. The only houses in the area are to <br /> the northwest and sourthwest across Ripp Road, and four houses to the <br /> southeast along Cuba Valley Road. <br /> B. The owner is requesting a rezone from A-lex to RE-1 and CUP for <br /> recreational facilities lighted at night, sale of alcoholic beverages, and <br /> skeet, trap and sporting clays range. <br /> C. If this rezoning is approved, the applicant will have to receive a conditional <br /> use permit for the use. <br /> II. ANALYSIS <br /> A. Environmental Health staff have no objections. <br /> B. The County Highway Department does not find problems to <br /> the rezoning. <br /> C. The present use is not allowed in A-lex. The sport club has been in use <br /> before the Town of Vienna plan was adopted. <br /> D. The proposed use is consistent with RE-1 and with the conditional uses <br /> permitted in the RE-1 (b, d, e and f). The applicant is not intending to use <br /> the site for rifle shooting. <br /> E. By rezoning to RE-1, land is converted from A-lex but not taken from <br /> agricultural use. Noise and safety may be significant issues due to the high <br /> elevation of the site and increased exposure to winds. 40% of the land is <br /> woodland and may act as a buffer. <br /> F. RPC staff recommends to set conditions similar to those imposed on other <br /> ranges, in terms of times for shooting, fencing, warning signs, site plans, <br /> limits on types of weapons and safety devices. <br /> G. The Town Board on July 10th approved the rezoning trying to keep the <br /> same volume of usage that it presently has such as a maximum of 75 <br /> persons allowed in the property at one time, hours of operation from 9 a.m. <br /> to 10 p.m., no rifles allowed. Additional measures where to add a gate <br /> and signs. A fence did not seem to be necessary. (see attachment) <br />
