COMPOSITE REPORT - Page 3 Application No. 6657 <br /> • To allow some home businesses which will be reviewed on the basis of their <br /> present and probable future impact on surrounding land uses. In <br /> considering rezoning for such uses, conditions should be attached that <br /> assure proper business access, visual compatibility with the surrounding <br /> area, and restrictions on expansion or re-use. <br /> RPC staff maintain that the C-2 Commercial District permits very intensive <br /> commercial and industrial activities which cannot be classified as home businesses. <br /> Furthermore, the graveled Lagoon Drive was designed primarily for access to the <br /> sewage treatment lagoon, not business access. Finally, C-2 uses in general may not <br /> be compatible with the surrounding agricultural area. <br /> E. The Town Planning Commission has made a favorable recommendation on this <br /> request to the Town Board. The Town Board is scheduled to act on the request at <br /> a July 22 meeting. <br /> F. On July 8, the Village of Cambridge Plan Commission unanimously voted to go on <br /> record as being"vehemently opposed" to this proposed rezoning. The Village has <br /> no legal power over zoning decisions in the Town of Christiana. <br /> III. SUMMARY <br /> A. The main issues surrounding this request are (1)the reported inconsistency of the <br /> proposed zoning and use with Town and County development policies and (2)the <br /> impact of the Inland-Wetland overlay zoning. Because a vast majority of the <br /> property is affected by Inland-Wetland zoning, the Zoning Division cannot issue a <br /> zoning permit for a warehouse or nearly any other commercial structure, even if <br /> the property is rezoned to C-2. The property must be rezoned out of the Inland- <br /> Wetland designation following the procedures in Section 11.10 of the Dane County <br /> Shoreland/Wetland regulations before it could be developed as proposed. <br /> B. If the ZNR Committee and County Board wish to approve this rezoning proposal <br /> at this time, they may consider requiring a condition along the following lines: <br /> "The only permissible use for the property is a warehouse. A small accessory <br /> office may be included in any warehouse use." The Town Board Chair indicated <br /> that the Town was considering applying a similar condition. <br />
